Continuum was appointed by Chorley Borough Council to provide development management advice for the Alker Lane Development project.
The site measuring circa 7 acres is located at Euxton Lane, Chorley and is currently in agricultural use. Continuum assisted in achieving outline planning permission in 2019 for 75,450 sq ft of light industrial and office space (Use Class B1/ B1c). The scheme was revised by Continuum to reflect changing market conditions. The new scheme comprises 97,000 sq ft of industrial buildings made up of: 6 no. 3,500 sq ft units, 12 no. 5,000 sq ft units and 2 no. 8,000 sq ft units.
The development has been designed to be flexible as the individual units can be adjusted with the addition of mezzanine levels where required. The project will be part funded by grant monies which Continuum prepared a bid and supporting business case to achieve.
Services Provided
Continuum have been involved in the Alker Lane development since inception and have been pivotal in the creation of a new approach to developing a financially viable masterplan for the site. This new approach is founded on a number-based solution where demand, unit mix, build costs and values are identified at an early stage to help shape design. Our innovative approach to development has resulted in CBC taking a strategic view and holding a proportion of the completed buildings as assets to generate revenue for the Council on an annual basis.
A comprehensive business cases has been completed by Continuum to support a funding application to MHCLG for Getting Building Funding.
Outputs
The Alker Lane development was successful in achieving an updated planning permission for flexible industrial use in Q4 2020 with construction set to begin in early 2021.
The scheme specific business case generated by Continuum has been successful in securing £2,250,000 funding from MHCLG to deliver infrastructure at the site.
