Planning Application Submitted in Devon

On behalf of Oserian Developments, Continuum have submitted a planning application for a residential development at a site in Heathfield, just outside Newton Abbot, Devon.

The site was formally part of the Great Western Potteries and was primarily used for the extraction of clays for pottery and tile making. During the 20th Century the clay pit was closed and filled-in; the site now comprises heathland and shrub, and has been designated as a County Wildlife Site.

The proposed scheme looks to take advantage of the site’s County Wildlife status and will seek to enhance the existing bio-diversity by creating a new wildflower meadow at the heart of the scheme, and provide a rich green network of pathways and spaces. The development will deliver a number of benefits that complement the enhancement in biodiversity including improved access to green infrastructure for residents and visitors who will be able to benefit from the network of paths and walkways.

The indicative masterplan proposes 137 no. new homes providing a mix of apartments and houses. A substantial number of these units will be provided as affordable housing, which will serve to contribute towards addressing the identified undersupply throughout Teignbridge District.

The site lies adjacent to a disused railway line and the site of the former Heathfield station which once provided commuter transport between Bovey Tracey and Newton Abbot. A local interest group voiced the idea of reinstating the railway line in early 2019. As part of the consultation process, we have worked in collaboration with Network Rail to explore the potential of reinstating the line and potentially providing a new station adjacent to the site. This will provide the opportunity of creating a truly sustainable development reducing the reliance on car travel, contributing towards the governments carbon Net Zero objectives.
